PDP collaborated closely with Āpōpō to support the refresh of the New Zealand Infrastructure Asset Valuation and Depreciation Guidelines, Edition 3.0, which were last updated in 2006. PDP’s contributions to the guidelines included:
- A review of the evolution of the infrastructure asset valuation discipline between 2006 and 2024 to inform the scope and priorities of the guideline update, including the emergence of new guidelines, key issues identified by the Office of the Auditor General, and significant sectoral/global developments.
- The authoring of a brand-new chapter on the valuation of natural capital;
- The authoring of several brand-new sections, including those on climate change and valuation, and the review of asset data for valuation;
- Consolidation of, and advice and direct contributions relating to, comments provided by the project steering group and other industry-leading experts; and,
- A comprehensive review and restructuring of the document to improve narrative flow and reader comprehension, including the addition of illustrations and diagrams to enhance understanding.
