PDP provided consultancy services to Napier City Council (NCC) to review and assess options for delivering safe, chlorine-free drinking water to the community. The project required a comprehensive examination of water supply alternatives, with consideration for technical, regulatory, public health and financial implications. PDP’s work involved:
- Evaluating Napier’s source water and water supply network, including groundwater quality, treatment methods, network leakage, and key risks, against international best practice for chlorine-free systems;
- Assessing future regulatory changes under the Water Services Bill (now Act) and advising NCC on achieving compliance without chlorine, including applications into financial models.
- Applying a multi-criteria analysis shortlist water supply options followed by application of the five-case model (Better Business Case) for an in- depth evaluation of the shortlisted alternatives.
- Developing long-term financial models for capital and operational costs associated with various chlorine-free water supply options;
- Facilitating three workshops with the Mayor, Council, and other stakeholders to align on options, risks, and next steps. PDP also supported in public consultation processes, including participation in the Mayor’s live Q&A sessions.
- Developing a roadmap for NCC to transition to a chlorine-free supply, including detailed risk assessments, indicative costs, timelines, and recommendations.
