Z Crofton Downs – Site Closure

PDP was engaged by Z Energy to provide environmental support for the closure of the Crofton Downs service station in Wellington. The site had been an operational service station (and workshop) since the 1960s.

Prior to the site decommissioning, a contingent resource consent was obtained (under the NES-Soil) to allow the removal of additional soils beyond the permitted threshold limits (should it be necessary), and an asbestos survey (followed by a clearance) of the site building, including the forecourt canopy was also completed prior to demolition. An assessment of appropriate soil disposal facilities was also undertaken. Following the site establishment the underground petroleum storage system (comprising of three steel tanks and associated pipework) was removed by a specialist fuels contractor. Soil validation samples were collected by PDP from the tank pits and pipeline trenches. Further soil samples were also collected from the location of historical tank pits to ensure legacy components were adequately assessed. During the works, a localised area of contamination was encountered beneath the former fuel dispensers and remote fill points, which was subsequently remediated and validated.

Following the soil validation sampling, a site validation report was prepared in accordance with New Zealand Guidance to ensure compliance at the site was achieved.
